SAN JOAQUIN REGIONAL TRANSIT DISTRICT
GOVERNANCE OF THE DISTRICT

RTD is governed by a Board of Directors consisting of five (5) members.

Meetings of the Board (unless otherwise changed or called by the Board):

Date: 3rd Tuesday of each month
Time: 3:00 p.m.
Place: 421 East Weber Avenue, Stockton, CA.

Appointing Authority:

  • 2 Members appointed by the Stockton City Council
  • 2 Members appointed by the San Joaquin County Board of Supervisors
  • 1 Member appointed jointly by five members of the San Joaquin County Board of Supervisors and five members of the Stockton City Council.

Each Director serves a four (4) year term

Qualification: Applicants must be a resident of RTD’s service area for at least one (1) year prior to appointment

District Officers:

Chairperson: Elected annually in January by the Board
Vice Chairperson: Elected annually in January by the Board
Secretary: The General Manager/CEO

Remuneration for Directors:

$50.00 per meeting (maximum of $100.00 per month); mileage to & from meetings; also necessary travel expenses as authorized by the Board and in accordance with RTD travel procedures.

Function of the Board:

Establish RTD policy
Select General Manager/CEO and Legal Counsel
Provide for governance of RTD

Enabling Legislation:

San Joaquin Regional Transit District Act, as set forth in the California Public Utilities Code, commencing with Section 50000

Regulations issued by the U.S. Department of Transportation, Federal Transit Administration

Rules of Procedure, as from time to time adopted by RTD’s Board

Director Les Fong
Chair
Term expires October 31, 2013
On December 2, 2009, the City of Stockton appointed Les J. Fong to his first four-year term on the RTD Board of Directors. Director Fong is the President of Ken Fong Associates, Inc., an advertising, marketing and public relations firm located in Stockton, California. He has also served as an adjunct Advertising and Marketing instructor at San Joaquin Delta College since 1981. His philanthropic interests are many and varied, currently serving on a number of boards and committees.

 


Director Gary S. Giovanetti
Vice Chair
Term expires February 26, 2012
Gary Giovanetti joined RTD’s Board of Directors on March 18, 2008.  Director Giovanetti is a lifelong resident of Stockton and brings to RTD’s Board many years of political service and civic activity.  Director Giovanetti most recently served as the Vice Mayor on the Stockton City Council until he termed-out in 2006 after two consecutive terms.  While a member of the Stockton City Council, he served two years as the Chair of the San Joaquin Council of Governments Board of Directors.  Immediately prior to his election to City Council, Director Giovanetti served four years on the Stockton Planning Commission.  Director Giovanetti is also a board member or participates in the following community organizations:  Italian Athletic Club, Liguri nel Mondo, Pacific Italian Alliance, Children’s Museum, Downtown Stockton Alliance, and the Downtown Comeback Club. 



Director Joni Bauer
Term expires January 22, 2014
Director Bauer has served on the Board since 2006.  A longtime Stockton resident, she brings 28 years of experience dedicated to improving transit, particularly for people with disabilities.  Director Bauer has provided sensitivity training to RTD coach operators as part of the Verification of Transit Training program and has served upon the Access Advisory Committee since its inception.  Director Bauer presently serves as the Orientation and Mobility Specialist for the Community Center for the Blind and Visually Impaired in Stockton.


Director Duane Isetti

Term expires February 20, 2015
Director Isetti has served on the Board since 1999.  A longtime resident of Stockton, he previously worked for New York Life.  Director Isetti also coached football and taught at Franklin and St. Mary's High Schools in Stockton. He has served on the Stockton City Council and continues to serve our community on a number of boards and committees.

Director Michael Restuccia
Term expires November 8, 2012

On October 10, 2011, the San Joaquin County Board of Supervisors appointed Michael Restuccia to his first term on the RTD Board of Directors. Director Restuccia has experience in both government and transportation, with 12 years on the Ripon City Council, two years as the Mayor of Ripon, and six years each on the governing boards for the San Joaquin Regional Rail Commission and the San Joaquin Council of Governments. He has been a member of the San Joaquin County Employee Retirement Association board since 1999 and has more than 30 years of experience in banking and finance.
